Two kinds of demand, one budget
Emergency work and planned work behave nothing alike. A burst pipe is searched for once, urgently, and the first firm to answer wins regardless of price or brand. A kitchen renovation is researched for weeks across many pages. Running both through one campaign with one bid strategy underserves each of them, so they get separated at the structure level.
The lever is not in the ad account
The single most reliable improvement we see in this category is calling people back faster. A lead answered within the hour converts several times better than the same lead answered the next day, and no bid adjustment competes with that. We will say so when the campaign is fine and the follow-up is the problem, because scaling spend into a slow response just buys more wasted leads.

Qualification
Trades waste more money on unqualifiable leads than on clicks. One question in the form about the job — its type, its rough size, whether the caller owns the property — removes more bad leads than any targeting change, at the cost of a conversion rate that was never worth protecting.
